IF Atascosa Rural Water Company was a Water Improvement District as mentioned in the video then it would be a violation BUT it is not a Water Improvement District and it is not a taxing entity THEREFORE it is not a violation as implied by your video.

How long does it take for a TEA complaint to be resolved? Are you sure it’s not resolved or was it dismissed? Was it something that TEA looked into on its own or did someone submit a complaint? And I believe you might be referring to the Bexar Medina Atascosa water entity which is not the same as Atascosa Rural Water Supply.
